UN Council Backs Trump's Gaza Proposal
The Security Council has supported measures advanced by the US president for securing a long-term stability in the Gaza Strip, including the introduction of an global peacekeeping force and a possible avenue to a Palestinian statehood.
Unanimous Support with Key Abstentions
The proposal was approved by a vote of thirteen supporting, with both China and Russia declining to cast votes. Washington's diplomat the US ambassador addressed the council chamber that it set “a new course in the region for both sides and all the inhabitants of the region alike”.
Negotiated Language on Sovereignty
The inclusion of references to an sovereign Palestinian state was the concession the United States agreed to for endorsement from the Arab and Islamic world, who are likely to contribute stabilisation troops for the international stabilisation force (ISF).
“Provisional steps that we begin today must be executed in accordance with international law and respecting Palestinian self-determination,” the UK chargé d’affaires stated.
Netanyahu's Objection Remains
However, on the verge of the UN vote, Israeli prime minister Benjamin Netanyahu restated his cabinet's adamant opposition to the creation of a independent Palestinian entity, casting doubt on whether Israel will allow the implementation of the internationally endorsed measures.
Key Provisions of the Proposal
- Swift elimination of remaining curbs on relief supplies into the territory
- Formation of an international stabilisation force
- Moves towards restoration and a possible “route to Palestinian sovereignty and statehood”
Unclear Wording and Conditions
The mention to Palestinian statehood was a compromise addition to an original American proposal which did not mention it. But the wording is ambiguous and dependent, declaring only that once the PA has undergone changes and the rebuilding of Gaza is advancing, “the conditions may eventually be in readiness for a credible pathway to Palestinian independence and statehood.”
Global Reaction
The language fell far short of the firm commitment to the building of a independent Palestinian entity alongside Israel desired by Muslim nations, as well as European council members, but in addresses to the assembly after the approval, representatives from those countries said they were willing to endorse the settlement in the interests of continuing the current truce and prompt actions to assist and secure the millions of Palestinian residents in Gaza.
“Our delegation has finally decided to support of this document, a text that we support its primary aim, namely the preservation of the ceasefire and the formation of circumstances allowing the Palestinian population to claim their fundamental rights to sovereignty and nationhood,” Amar Bendjama announced.
Implementation Challenges
The resolution grants overall oversight authority to a “stabilisation committee” headed by Trump, but of undefined composition. This committee has to update the UN but it is not obligated by the desires of the United Nations or by the Palestinian Authority.
Additionally, it requires the establishment of a expert Palestinian panel that is expected to manage routine management of the Gaza Strip and the provision of utilities, but it is highly uncertain who would be involved.
Peacekeeping Unit Mandate
The authority of the ISF empowers it to remove and dissolve fighting factions in the strip, but it is highly uncertain that possible sending countries would consent to confront such organizations. Not a single nation has yet pledged to sending peacekeepers.
Additionally the criteria for modification of Palestinian leadership, the prerequisite towards steps to Palestinian statehood, have been hazy.
European diplomats said they considered it urgent that the names of the specialized group to deliver services was agreed as without delay.
